openkal-windows 0.7.1 and 0.7.2

Adds openkal-windows 0.7.1 and 0.7.2 on every platform.

• 0.7.1 (0.7.1 --- no loop becomes a C runtime call, at any optimization openkal-windows#20): -fno-builtin, so an optimizing compiler no longer turns the package's loops into C runtime calls; release builds for x86_64-windows-gnu received shortened arguments before.
• 0.7.2 (0.7.2 --- a channel's ends reach only the program they are placed in openkal-windows#21): a channel's ends reach only the program they are placed in; a child whose input was a channel never saw the end of it.
